These would be good suggestions for a Director of National Intelligence who works for the USA but Gabbard, like the rest of this administration, works for Putin.

Thank you for taking the time to write this thoughtful, hopefully helpful letter. I wait with bated breath to see how Ms Gabbard responds to your informed suggestions for reform.

Don't pass out waiting.

All these appointees are going to do nothing except "follow their leader", one who is bent on retribution, payback, vindication and self glorification.

"What has changed is not the intelligence community’s performance but how partisan politics shape perceptions."

Intelligence gathering and it's analysis should be similar to seeking out the truth. Neither should be politicized. Both are based upon the discovery of facts.

Another word to the new director: As you are not well acquainted with the intelligence community, before making significant changes, learn how the system works and then move to improve it.

Good article…it clearly beats most “concepts of a plan” suggestions.

Well done, but does it actually go to Tulsi Gabbard? Will she see this?

She might see it - but will she understand it? I didn't fully understand it, but then I am not the DNI.

Can someone please explain what this "open-source intelligence" is. It's a mystery to me.

Thanks. So why not call it that?
