As Sen Cornyn pointed out to Blanche the "settlement" & tax immunity for Trump & Co are binding contracts between Trump's DOJ & Trump. One side to a contract can't unilaterally rescind the contract. Blanche conceded that even if DOJ "rescinded" the "settlement" Trump could sue to enforce it.
