Baltimore is a majority black city with a large Hispanic population. There’s so many people here for him to hate. In that sense, he loves Baltimore.
He actually expects that people won’t figure out he’s going after majority black cities with black mayors.
Crime has gone down here. Hopefully that will continue under the programs Mayor Scott has implemented.
Unlike what was depicted in Homicide Life on the Streets and The Wire, Baltimore is not the Wild West. Yes it’s a city with problems, but it’s also a city that a lot of us love and are doing what we can to deal with the problems. Seeing things like that drives him crazy.
