What about the interim census "American Community Survey" sent out recently?

The census has always counted everyone, citizenship or not, since 1790, although slaves were counted as 2/3 of one person. Because they were such a significant part of the population in Maryland, North and South Carolina, and Virginia, slaves were counted, to keep these states from losing out in apportionment. Now Republicans want to change the rules for political ends. Little difference then and now.
