I'm afraid I'm something of a hard liner when it comes to vaccine deniers.
If parents refuse to have their kids vaccinated, and the child dies from the disease, I think the parents should be charged with manslaughter.
If an unvaccinated child goes to a public arena - school, library, restaurant - and others are infected, I think the parents should be held criminally liable.
Anti-vaccination movements have been around since the 18th century - smallpox vaccination was mandated by Massachusetts in the early 1800s and in 1805 the Supreme Court confirmed States had that power. The current iteration is best personified by the idiot RFK Jr.
