I don't see Western disunity. Only the US disunited, to its detriment. What would best be used against Putin is to have his oil not be used and paid for. Without money, he can't keep paying for drones and other disturbances. I commend NATO, by and large, standing in solidarity.
If Trump would read the Budapest agreement of 1994 and use US might to enforce it, this war would have ended when he took office in 2016. Now it is just one more international agreement that he and Putin choose to ignore. Only NATO partners can end this war using a no fly zone over western Ukraine, shooting down Russian planes and seizing Russian ghost tankers violating the embargo. Russian assets should have been transferred to an agency for aid to Ukraine.
