As a former resident of Boston- I am a big fan of Mayor Wu. I know women are treated differently but I believe the Mayor is an exception to your premise. She is the first non white and female mayor of the city of Boston.I think she is very successful because of her quiet patient demeanor. As soon as she starts talking- everyone listens !
I'm not so sure that this is the takeaway from the photo. It might be that she is sitting calmly and respectfully while all those bloviating, stupid guys are strutting their stuff. It makes her look more powerful than the bloviators.
Mayor Wu is speaking out loudly and clearly about the Trump administration's draconian immigration policies, and we in Massachusetts are proud of her.
