While the regime's haphazard slapping of a $100,000 penalty on HB1 visas has the flavor of extortion, that still doesn't get at why these visas are so controversial. The example of a building company that hires foreign students to do construction work because it saves costs doesn't strengthen the case for these visas. Employers exploiting the visa to save costs by hiring foreigners at the expense of Americans who might fill those jobs - that's a discussion that I would welcome.
