It appears to be an ironic humor -- that Trump and his administration are guilty of (have the same characteristics as) many elements of Iran's leadership. Nearly always when Trump accuses others of things, those are things that he is actually guilty of.
Accusing your opponent of things that you are doing yourself is a tactic used by the Nazis in Germany in the 1930's. You can Google it, I'm sure. tRump has been doing it for decades.
