- All universities public and private are now under the auspices of YOK, the state higher education ministry.
- Erdogan appoints all rectors.
- Erdogan can and does order faculty members removed, acting through rectors.
- The state has long maintained control over what can and cannot be taught, especially hot-button matters like the Armenian Genocide, the treatment of the Kurds, or, indeed, the Kurdish language.
Much of that authority predates Erdogan because private universities are mostly fairly new. Bilkent (1984) was the first foundation (private) university in Turkey.
As I understand, universities were first threatened by a loss of federal dollars - in the millions for any one university - on the pretext that conditions for these federal grants were being violated. The government offered to restore the the grants if universities brought themselves into compliance with respect to curriculum, hiring, admissions, whatever. Most universities gave in because they couldn't afford the havoc of a disruption in research funding and the burdens of litigation. While Harvard did fight it paid high costs for doing so.
So - this latest attack on higher education, the "Compact", does it again involve federal grants?
So back to a no win situation for universities.
OR is the "Compact" a more brazen attack on the free speech and autonomy of higher education.
Austin, this is just sickening. I could not understand why Trump was taking away monies used for research and more.and Now the actual blackmail. The U.S. president has no business in selecting the college and university regent members, much less smothering courses and such. Our greatness is being destroyed.

I’m pretty sure the U of Pennsylvania is considering it. I earned my grad degrees there, and I am pissed.
