One of James sterling accomplishments was putting state fundings into a non-interest paying checking account instead of an interest paying account. Said to have cost the state millions, back when a million dollars meant something.
Texas has no state income tax. Will this be funded by sales tax? Also, isn't there a federal tax loophole for some of those who work in financial services?

Texas has extremely high property taxes and a high sales tax (taxing even groceries).
