Exactly! If there another 9/11 attack, it wouldn't be ICE or CBP that stopped the terrorists, because they all had valid visas to enter. It's hard to imagine the current DHS scrutinizing Saudis or persons from the UAE especially with connections to Bin Laden. Improved coordination and cooperation between FBI and CIA and creation of the DNI are the improvements that make a difference.
