Who gets to decide what crime is being committed and who's the offender? While I have no problem with American hackers doing some hacking against bad foreign actors, I can see this spinning out of control.
Since the American cyberoperators will be aligned with Trump, it is a very real possibility that they go after legitimate operations because they're Trump's opposition. He has already weaponized the entire US government against his domestic enemies, this gives him another weapon to take it internationally.
My greatest fear about this is eventually the government will go after private U.S. citizens or legitimate American businesses just because they don’t like something or have an ax to grind with someone.

Easy; anyone who disagrees with or criticizes Trump, or anyone doing something that he disagrees with today even though it was okay yesterday. They must all be Un-American, therefore Non-American, therefore non-persons.
Doesn't the ongoing lethal military action against unverified "drug smugglers" tell you anything?
And anyone who still trusts the Trump administration to set up something like this legally and impartially needs to have their own head examined, as well as his.
It appears to me that the Trump regime is contracting out cyber-hacking so that they claim "plausible deniability" when their MAGA hired hackers overstep their legal boundaries. The fact that the Trump regime is outsourcing this type of hacking beyond the usual federal three letter agencies makes me wonder why they are outsourcing it now? Is the Trump regime concerned about oversight committee investigations beginning in 2027?
