I'm not so sure about that. While it sounds like a typical Trump toss-off--"I'll let you in on that licensing deal"--if the cabal realizes that production will take so long, they see it as nothing more than an unredeemed coupon. The war will likely be over before then, Trump will be gone, and whoever takes the WH next is left holding the bag, if there is one.
More likely in Trump's mind, though, a licensing agreement is one of the few things he recognizes, and somehow, he always gets a cut too.

I agree. I worked in defense electronics for many years, and my experience suggests it would take several years for Ukraine to successfully build Patriot hardware.
First is the issue of sourcing components -- Ukraine can try using the existing suppliers and deal with what is likely already a bottlenecked situation or they can qualify new suppliers, which is a lengthy and complex process. Then there's the matter of building and testing subassemblies and integrating them into a final working product.
To support that, the current primes (Raytheon and/or Lockheed Martin) will be required to turn over a complete documentation package to whoever is selected to build the Patriot system in Ukraine. But for systems this complex, it typically takes a combination of good documentation and experience with the idiosyncrasies of the hardware to be successful. The process would likely require that Ukraine send people stateside for hands-on training.
Needless to say, this process not only requires a lot of time, but it also requires a real commitment on the part of the U.S. to helping Ukraine get up to speed. And when it comes to the Trump administration I'm extremely cynical about that help coming. More likely, there approach will just be to toss the documentation package over the wall and tell Ukraine "Good luck".
